企业研发项目价值评估建模与应用

摘要： 基于企业研发项目演进特点，从经济价值、战略价值、科技价值和行业带动价值四个方面对研发项目价值进行量化评估；并借鉴科技进步贡献率思路，提出研发贡献率的概念，将商用化推进阶段研发工作带来的经济价值从企业总利润中拆分出来，研发价值进一步显性化。与此同时，建立研发项目价值评估矩阵，直观呈现项目综合价值表现，对于企业研发布局具有较强的指导性和可操作性，也为后续学术研究提供新的视角。

Modeling and application of corporation R&D project value evaluation

Abstract： Based on the evolution characteristics of enterprise R&D projects, this paper quantitatively evaluates the value of R&D projects from four aspects: economic value, strategic value, technological value and industrydriven value.The concept of R&D contribution rate is proposed based on the idea of contribution rate of scientific and technological progress, which separates the economic value of R&D in the stage of commercialization from the total profit of the enterprise, and further makes the R&D value explicit. At the same time, the establishment of the R&D project value evaluation matrix, which intuitively presents the comprehensive value of the project, has strong guidance and practicality for the enterprise's R&D layout, and also provides a new perspective for subsequent academic research.

0 引言
“企業(yè)是創(chuàng)新的主體，是推動創(chuàng)新創(chuàng)造的生力軍”。“十四五”規(guī)劃綱要明確提出，要完善技術創(chuàng)新市場導向機制，強化企業(yè)創(chuàng)新主體地位。近年來，我國企業(yè)對科技創(chuàng)新的重視程度不斷提高，統(tǒng)計數(shù)據(jù)顯示，企業(yè)研發(fā)投入占全社會研發(fā)投入比例達到76%以上，全國高新技術企業(yè)數(shù)量從十多年前的49萬家增加到2021年的33萬家，企業(yè)創(chuàng)新主體地位不斷強化。
研發(fā)項目價值評估是分析研發(fā)投入產(chǎn)出的基礎，其評價結(jié)果對優(yōu)化研發(fā)投入布局、提高企業(yè)研發(fā)效率、推動科技成果轉(zhuǎn)化具有重要意義。因此，需要建立一套面向企業(yè)的研發(fā)項目價值評估機制，對研發(fā)項目進行綜合價值（預）評估，以便快速研判項目價值表現(xiàn)，指導創(chuàng)新投入。
