摘要: 低空經(jīng)濟(jì)作為戰(zhàn)略性新興產(chǎn)業(yè)之一,對于打造國家經(jīng)濟(jì)高質(zhì)量增長新引擎意義重大。現(xiàn)階段,數(shù)據(jù)要素或成為破解低空經(jīng)濟(jì)發(fā)展瓶頸的關(guān)鍵鑰匙。闡述了低空經(jīng)濟(jì)的內(nèi)涵與特征,總結(jié)歸納了低空經(jīng)濟(jì)現(xiàn)狀趨勢,包括政策逐步完善、市場前景廣闊、深度協(xié)同數(shù)字經(jīng)濟(jì)發(fā)展等;剖析了數(shù)據(jù)要素賦能低空經(jīng)濟(jì)發(fā)展的理論邏輯,從數(shù)據(jù)對低空經(jīng)濟(jì)的產(chǎn)業(yè)升級驅(qū)動(dòng)作用及對低空經(jīng)濟(jì)生產(chǎn)函數(shù)的重構(gòu)作用兩方面進(jìn)行闡述;最后,從制度建設(shè)、技術(shù)路徑、產(chǎn)業(yè)培育三個(gè)維度結(jié)構(gòu)性設(shè)計(jì)了“數(shù)據(jù)要素×低空經(jīng)濟(jì)”發(fā)展機(jī)制,以期為地方政府推進(jìn)低空經(jīng)濟(jì)高質(zhì)量發(fā)展提供有效借鑒。

The theoretical logic and mechanism design of data element empowering lowaltitude economic development

Abstract: The low-altitude economy, as one of the strategic emerging industries, holds significant potential for creating a new engine of highquality growth in the national economy. At this stage, data elements are poised to become a critical factor in overcoming the developmental bottlenecks facing lowaltitude economic sectors. This study provides an indepth analysis of the connotation and characteristics of the lowaltitude economy, summarizing current trends such as policy improvements, expansive market potential, and the increasing integration of the digital economy. Then, it examines the theoretical logic behind how data elements can empower the development of lowaltitude economy from two perspectives: the role of data in driving the industrial upgrading and its function in reshaping the production models within this economic sector. Finally, the development mechanism for the "data elements×lowaltitude economy" framework is proposed across three dimensions: system development, technology pathways, and industry cultivation. This study aims to provide valuable insights and references for local governments to promote highquality development of lowaltitude economy.

引言

自2010年低空空域概念提出,低空空域管理和低空經(jīng)濟(jì)發(fā)展陸續(xù)成為地方謀劃數(shù)字經(jīng)濟(jì)高質(zhì)量發(fā)展的改革熱點(diǎn)。2024年3月,政府工作報(bào)告首次將“低空經(jīng)濟(jì)”納入經(jīng)濟(jì)新增長引擎,在此背景下,地方密集出臺(tái)低空經(jīng)濟(jì)發(fā)展政策,搶抓新戰(zhàn)略機(jī)遇[1]。2024年5月,國家發(fā)改委、國家數(shù)據(jù)局、財(cái)政部、自然資源部聯(lián)合發(fā)布《關(guān)于深化智慧城市發(fā)展推進(jìn)城市全域數(shù)字化轉(zhuǎn)型的指導(dǎo)意見》,提出要探索發(fā)展數(shù)字低空基礎(chǔ)設(shè)施,全方位支撐城市數(shù)字化轉(zhuǎn)型。當(dāng)前,低空經(jīng)濟(jì)發(fā)展面臨頂層設(shè)計(jì)缺乏、低空要素?cái)?shù)字化滯后、低空應(yīng)用場景挖掘不充分等困難挑戰(zhàn)。本研究認(rèn)為,數(shù)據(jù)要素將是深度賦能低空經(jīng)濟(jì)發(fā)展的關(guān)鍵一環(huán)。因此,厘清數(shù)據(jù)要素賦能低空經(jīng)濟(jì)發(fā)展的理論邏輯,并系統(tǒng)性設(shè)計(jì)“數(shù)據(jù)要素×低空經(jīng)濟(jì)”發(fā)展機(jī)制,將對助力地方政府推進(jìn)低空經(jīng)濟(jì)發(fā)展走深向?qū)嵕哂兄匾梃b意義。
