广播发射台站在数据安全上的运维方式探索

摘要: 基层广播发射台站数据安全运维的核心痛点在于“有限资源与差异化数据保护需求不匹配”,分类分级备份机制是解决该矛盾的关键技术路径。针对发射台站“数据聚焦设备运行与指令交互”的核心属性,构建“数据安全等级备份技术参数”映射模型,通过备份频率系数、冗余度及 RTO 达标率优化三类公式计算,并结合基层台站实测数据,验证公式可行性。研究表明,通过量化参数管控,可使一级数据备份成功率、RTO达标率提升至理想的数值,为基层发射台站提供可落地的分类分级备份技术方案。

Abstract: The core pain point in data security operation and maintenance of grassroots radio transmission stations lies in the "mismatch between limited resources and differentiated data protection needs", and the classified and hierarchical backup mechanism is the key technical path to resolve this contradiction. Focusing on the core attribute of transmission stations—data focusing on equipment operation and command interaction, this paper constructs a mapping model of "data security level backup technical parameters". It verifies the feasibility of the formulas through calculations using three types of formulas (backup frequency coefficient, redundancy, and RTO compliance rate optimization) and combining with the measured data from grassroots stations. The research results show that through quantitative parameter management and control, the backup success rate and RTO compliance rate of level1 data can be improved to ideal values, providing a practical classified and hierarchical backup technical solution for grassroots transmission stations.

引言

根據(jù)《廣播電視安全播出管理規(guī)定》(廣電總局令第 62 號),基層廣播發(fā)射臺站需對 “發(fā)射機(jī)運(yùn)行參數(shù)、信號監(jiān)測數(shù)據(jù)、播出指令日志” 三類核心數(shù)據(jù)實(shí)施差異化保護(hù)[1]。當(dāng)前 85% 的基層臺站仍采用 “統(tǒng)一周期備份” 模式(如每日全量備份),這種模式存在顯著弊端。對于一級數(shù)據(jù)(如實(shí)時功率參數(shù)),其對時效性要求極高,統(tǒng)一備份導(dǎo)致備份延遲超10 min,無法滿足實(shí)時保護(hù)需求;而二級數(shù)據(jù)(如小時級場強(qiáng)記錄)因統(tǒng)一備份,存儲冗余率達(dá) 40%,造成“核心數(shù)據(jù)保護(hù)不足、非核心數(shù)據(jù)資源浪費(fèi)”的雙重問題[2]。在進(jìn)行數(shù)據(jù)安全的調(diào)研中發(fā)現(xiàn),未實(shí)施分類分級備份的臺站,數(shù)據(jù)丟失事故發(fā)生率是實(shí)施臺站的數(shù)倍。深入分析事故原因,其中70%的事故源于 “一級數(shù)據(jù)備份頻率不足”或“三級數(shù)據(jù)過度占用存儲資源導(dǎo)致備份失敗”。由此可見,構(gòu)建量化的分類分級備份機(jī)制,成為提升基層臺站數(shù)據(jù)安全運(yùn)維效率的關(guān)鍵所在,也是解決當(dāng)前基層臺站數(shù)據(jù)安全運(yùn)維困境的必然選擇[3]。
