高等教育数字化转型初期困境分析与实践路径

摘要： 高等教育作为人才培养的主阵地，是实现教育现代化的引领者和推动者。数字化转型已成为高等教育向内生长寻求蜕变服务数字经济发展的内生力量。高等教育在数字化转型初期面临诸多困境，从数据要素视角切入分析，主要包括亟需打通数据壁垒、融合创新应用场景复杂多样、多源异构数据集成瓶颈。基于实践总结分析，提出高等教育数字化转型初期实施路径，包括：云边协同，构建全连接数字化转型数据底座；厚植数据根基，建立数据治理长效运营机制；强化数据应用，释放数据要素潜能；多措并举，培育师生数字素养，以期为高等教育开展数字化转型提供参考与借鉴。

Analysis of the predicament and practice path in the initial stage of digital transformation in higher education

Abstract： As the main position of talent training, higher education is the leader and promoter of realizing educational modernization. Digital transformation has become an endogenous force for higher education to grow inward and seek transformation to serve the development of digital economy. Higher education is facing many difficulties in the early stage of digital transformation. From the perspective of data elements, it mainly includes the urgent need to break through the data barriers, the complex and diverse integration and innovation application scenarios, and the bottleneck of multi-source heterogeneous data integration. Based on the practice summary and analysis, this paper proposed the initial implementation path for the initial stage of digital transformation of higher education, including: cloud edge collaboration, building a full connection digital transformation data base; Deepening the data foundation and establish a long-term operation mechanism for data governance; Strengthening data application and release the potential of data elements; Takeing multiple measures to cultivate the digital literacy of teachers and students, in order to provide reference for the digital transformation of higher education.

0 引言

2022年5月，第三屆世界高等教育大會在巴塞羅那召開，大會旨在探討重塑高等教育發(fā)展新路徑，回應(yīng)時代發(fā)展新變革[1]?！督逃?022年工作要點》提出實施教育數(shù)字化戰(zhàn)略行動，加快推進教育數(shù)字轉(zhuǎn)型和智能升級[2]，數(shù)字化轉(zhuǎn)型作為推動教育高質(zhì)量發(fā)展的新動能已成為當(dāng)前教育改革與發(fā)展的主旋律。近年來，國家圍繞教育數(shù)字化轉(zhuǎn)型作出了一系列教育創(chuàng)新戰(zhàn)略部署。《中國教育現(xiàn)代化2035》提出“利用現(xiàn)代技術(shù)加快推動人才培養(yǎng)模式改革，實現(xiàn)規(guī)?；逃c個性化培養(yǎng)的有機結(jié)合”[3]?！笆奈濉币?guī)劃綱要單列篇章，提出“激活數(shù)據(jù)要素潛能，加快建設(shè)數(shù)字經(jīng)濟、數(shù)字社會、數(shù)字政府，以數(shù)字化轉(zhuǎn)型整體驅(qū)動生產(chǎn)方式、生活方式和治理方式變革”[4]。2021年7月21日，教育部等六部門印發(fā)《關(guān)于推進教育新型基礎(chǔ)設(shè)施建設(shè)構(gòu)建高質(zhì)量教育支撐體系的指導(dǎo)意見》，提出加快推進教育新基建，打造教育高質(zhì)量發(fā)展數(shù)字底座，構(gòu)建高質(zhì)量教育支撐體系，支撐教育流程再造、模式重構(gòu)[5]。

高等教育肩負人才培養(yǎng)、科學(xué)研究、社會服務(wù)重要使命，作為教育體系的高端龍頭，在實現(xiàn)中國式教育現(xiàn)代化過程中需要發(fā)揮引領(lǐng)和示范作用。綜觀國內(nèi)外高等教育發(fā)展現(xiàn)狀，數(shù)字化轉(zhuǎn)型已然成為高等教育高質(zhì)量發(fā)展、服務(wù)數(shù)字經(jīng)濟的內(nèi)生力量。國內(nèi)教育信息化先后經(jīng)歷了1.0和2.0建設(shè)階段，正步入數(shù)字化轉(zhuǎn)型的創(chuàng)變時期[6]。但是，高等教育數(shù)字化轉(zhuǎn)型當(dāng)前仍處在初步探索階段。數(shù)據(jù)要素作為教育數(shù)字化轉(zhuǎn)型的驅(qū)動引擎，從數(shù)據(jù)要素視角切入分析高等教育數(shù)字化轉(zhuǎn)型初期面臨的現(xiàn)實困境，探討其實踐路徑對于開展高等教育數(shù)字化轉(zhuǎn)型具有重要的現(xiàn)實意義。
